Field of Play
The pitch is the size of a basketball court.
There are no boards.
Out of bounds rules are enforced. A kick-in replaces a throw-in. A keeper throw replaces a goal kick.
The Penalty Area is a semi circle in front of the goal and normal rules apply to this area.
The Ball
A low bounce Futsal ball is used.
A regulation adult Futsal ball (approximately the size of a size 4 soccer ball) is used for U13 age groups and above.
A youth Futsal ball (approximately the size of a size 3 soccer ball) is used for U12 age groups and younger.
Number of Players
Team Rosters / Player Registration Forms
Team Rosters are limited to 12 players.
Roster for the first state cup game is frozen and can not be changed for State Cup, the Region I Championships or for the National Championship Tournaments.
All teams must be registered with a Virginia Futsal Association member League or Club for the 2003 - 2004 seasonal year.
A copy of your VFA team roster must be submitted to the organizing committee prior to the start of the tournament.
If the team roster and USFF player passes are NOT presented prior to the start of any match, the team in violation will forfeit the match.
Substitutions
Substitution Method: Unlimited "Flying substitutions" for field players. Player coming off must be off court before replacement can come on. Unlimited goalkeeper substitutions can only be made when the ball is out of play and with the referee's consent.
All substitutions must take place in front of each teams player's bench.
Players Equipment
Only flat soled shoes or other footwear designed for gymnasium floor use. No black soled shoes (even basketball shoes) will be permitted.
The goalkeeper shall wear colors that distinguish him/her from other field players and the referee.
All team jerseys must have numbers displayed on the back.
Referees
All referees’ will be officially certified U.S. Futsal referees.
A one man system will be utilized, except in U15 and older games.
The referee will enforce the rules of the game as stated by FIFA. Referee duties include: Enforce the laws, apply the advantage rule, keep a record of all incidents before, during and after game, stop game when deemed necessary, caution or expel players guilty of misconduct, violent conduct or other ungentlemanly behavior, allow no others to enter the pitch, stop game to have injured players removed, signal for game to be restarted after every stoppage, decide that the ball meets with the stipulated requirements.
The referee may stop the game clock at his/her discretion.
The referee will keep the official time on the field.
Duration of Game
The duration of games is a minimum of 20 minutes. The Tournament Committee reserves the right to conduct games up to a full 40 minutes if the number of teams entered in and time available for an age group permits longer games.
There shall be a one minute half time break. Teams shall switch ends at half time.
Each team may request one time out per game. The time out shall not exceed one minute. The time-out may only be called when the team requesting it has possession of the ball. All players on the court when a time out is called must stay on the court. If the team requesting the time out does not restart the game within four seconds after the referees signals that the one minute timeout is over, then possession shall be awarded to the opposing team. The opposing team shall restrt the game with an indirect free kick from the point where they take possession, unless it is in their oponent's penalty area. If the ball is in their oponents penalty area then the ball shall be moved to the nearest point on the Penalty Arc and the indirect free kick shall be taken from there.
Standard Restart Rule
The player restarting the game can not play the ball a second time until it has been played by another player.
There must be five yards between the closest opposing team player and the ball on all restarts.
Failure by a team to put the ball into play within four seconds (from the time the player taking the restart takes possession of the ball), as signaled by the referee, shall result in a possession turnover to the opponent with an indirect free kick being taken from the same spot unless the ball is within the opposing teams penalty area. When the ball is in the opposing teams penalty area the ball is moved to the closed point of the penalty arc for the restart.
Kick Offs Standard Restart Rule Applies
A goal can be scored on the kick off. It is a Direct Free Kick. The ball must be played (touched) forward on the kickoff.
The team listed first on the schedule will be listed as the home team. The visiting team will call the coin toss. The winner of the coin toss will select either a side to defend or the kick off.
Ball Off Ceiling or Anything Hanging Over Court Standard Restart Rule Applies
- An indirect kick is awarded the opposing team.
- Ball is placed on the touchline even with the place where the ball went out of play. Play is restarted by a kick-In.
Kick-Ins (Ball over TouchLine off an opposing player) Standard Restart Rule Applies
Corner Kick (Ball over Goal Line off a defending player) Standard Restart Rule Applies
Ball placed on the nearest corner. If ball is misplaced, the corner kick is taken over.
The kicker cannot play the ball a second time until it has been played by another player. Infringement of this rule results in a indirect free kick for the opposing team from the point of infringement.
Players on the opposing team must be at least 5 yards from the point of the corner kick.
A goal may be scored directly from a corner kick.
Goal Clearance (Ball over Goal Line off an attacking player) Standard Restart Rule Applies
To be taken in place of a goal kick.
From anywhere inside the penalty area, the goalkeeper throws or rolls the ball into play. The goalkeeper may not punt the ball.
The ball is not in play until it has passed outside of the penalty area. If the goal clearance is received inside of the penalty area, the goal clearance shall be taken over.
The goalkeeper may not throw the ball directly across midfield. The ball must touch the pitch or a player on the defending teams half of the pitch.
Goalkeeping Restrictions Standard Restart Rule Applies
Free Kick Procedure Standard Restart Rule Applies
Until the ball is kicked to restart play, all players other than the goalkeeper and kicker shall remain behind an imaginary line that is in line with the ball and parallel to the goal line.
The goalkeeper must remain in his/her penalty area and at least 5 yards from the ball.
The kicker must aim at the goal, with the intention of scoring.
No other player may touch the ball until it has been touched by the pitch, rebounded from the goal post or crossbar, or has left the pitch.
Penalty Kick
A penalty kick shall be awarded when a player commits a flagrant foul within his/her own penalty area.
The penalty kick will be taken at the top of the restraining arc (approximately 20 feet from the goal)
The goalkeeper must remain on his/her goal line but may move from side to side.
Players other than the kicker must be at least 5 yards away from the ball and all players must be outside the penalty arc.
The kicker shall not play the ball a second time until it has been touched by another player.
Penalty Kick Shoot-out
The referee will decide which goal shall be used.
A coin toss will decide the order.
Five kicks to be taken by five different players selected from the suited players. The Captain of each team shall provide the referee with the order of kickers.
If the two teams remain tied after the five kicks, each team will select 1 player (who has not previously taken a kick, unless that team has used all of its players including the goalkeeper) in each subsequent round to take a kick until a winner is declared.
A player who has been ejected from a game may not participate.
Fouls and Misconduct Standard Restart Rule Applies to Free Kick Restarts
Direct - A Direct Free Kick shall be awarded when a player intentionally commits any of the following 11 offenses (a Penalty Kick is awarded when the infringement takes place in penalty area):
kicking or attempting to kick an opponent
tripping an opponent
jumping at an opponent
charging an opponent in a violent or dangerous manner
charging an opponent from behind
striking, attempting to strike, or spitting at an opponent
holding an opponent
pushing an opponent
charging an opponent with shoulder (i.e., shoulder charge)
sliding at an opponent (i.e., sliding tackle) (Player may slide to keep ball in play, if at the discretion of the referee, the player does not interfere with any opposing players.)
handling the ball (except goalkeeper within his/her own penalty area)
Indirect - An Indirect Free Kick shall be awarded when a player commits any of the following 8 offenses:
- dangerous play (e.g. attempting to kick ball held by goalkeeper)
- obstruction
- charging the goalkeeper in the penalty area (i.e., goalkeeper charge)
- goalkeeper throws ball directly over the halfway-line (without it first touching his/her own side of the court or any player). Applies to U19 and younger age groups ONLY.
- goalkeeper picks up or touches ball with his/her hands a backpass
- goalkeeper picks up or touches ball with his/her hands a kick-in from a teammate
- goalkeeper touches or controls the ball with his/her hands or feet, on any part of the playing court, for more than 4 seconds, except when he/she touches or controls the ball on the opponent's half of the playing court.
- goalkeeper with any part of his/her body receives a back pass that has been previously played by him/her, during their teams possession, back to him/her before the ball has (1) crossed the halfway-line or (2) been touched by an opponent
(When the infringement takes place in the penalty area, the kick shall be taken from the penalty area line at the place nearest to where the infringement occurred)
Accumulated Fouls / 5 Foul Limit
In each half, once a team has accumulated 5 Team Fouls (accumulated fouls refer to any direct free kick foul), a Direct Free Kick will be given from the sixth foul on. Fouls in the second half carry over to any overtime periods.
The team with the accumulated fouls will NOT be allowed a defensive wall.
Infringements committed within 30 feet of the goal line shall be punished with a direct free kick from the point of the infringement or the offended player may place the ball at the Second Penalty Spot.
Infringements committed from 30 feet or further from the goal line shall be punished with a direct free kick from the Second Penalty Spot (30 feet from the goal).
All players must be behind the ball before the free shot is taken.
Issuance of Red / Yellow Cards & 2 Minute Penalties
If a player receives a red card he/she will have to sit out his/her teams following match and the team will receive a 2 Minute penalty. The team being assessed the 2 minute penalty will play a man short until the 2 minutes expires or a goal is scored by the opposing team.
If a player accumulates two yellow cards during the first round of the tournament, he/she will not be permitted to participate in their team's next match. The yellow card accumulation does not carry over into the second round. If the second yellow card is received in the final first round match, the player will not be permitted to participate in the first second round match.
Players shall be cautioned (i.e., shown yellow card) when:
a substituting player enters the pitch from an incorrect position or before the player he/she is replacing has entirely left the pitch. Indirect free kick restart
he/she persistently infringes the Laws of the Game. Indirect free kick restart
he/she shows dissent with any decision of the referee. Indirect free kick restart
he/she is guilty of ungentlemanly conduct. Indirect free kick restart
If the offense is in the opponent's penalty area, the Indirect free kick is from the top of the restraining arc.
Players shall be sent off (i.e., shown the red card) for:
serious foul play - Direct free kick restart
violent conduct - Direct free kick restart
foul or abusive language - Indirect free kick restart
second instance of cautionable offense (i.e., second yellow card) - Indirect free kick restart
intentionally impeding a clear goal scoring opportunity (e.g. through a "professional foul") - Direct free kick restart
intentionally impeding a clear goal scoring opportunity in the penalty area by handling the ball - Direct free kick restart
If the offense is in the opponent's penalty area, the Indirect free kick is from the top of the restraining arc.
First Round Point System
Teams will receive 3 points for a win, 1 point for a tie and 0 points for a loss.
First round will be a round robin format unless the Tournament Committee must use an alternative structure because of the number of teams. Each division may be structured different due to the number of participating teams
If teams are tied with points; standings are determined by:
Winner of the head to head, if only two teams are tied (you can not go back to this tie breaker if more than two teams are tied)
Goal differential
Most goals
Least amount of goals against.
Elimination Rounds
Winners of the First Round will either go directly to a Championship match or to a Semi-Final match to be follow by a championship match. The Tournament Committee will determine the structure based on the number of teams entered in each division
If the score is tied after regulation match in the elimination rounds, a Golden Goal overtime of 10 minutes will occur. If the game remains tied after the Golden Goal period, a Penalty Kick Shoot-out (as described under Penalty kick Shoot-out) will decide the winner.
